Nobody can send one person alone or have someone else apply on their behalf.

Jacksonville is a smaller city, and the clerk's office may not keep the same hours as larger counties in the Chicago area. Morgan County Marriage License Requirements
Both people must be at least 18 years old. If you are 16 or 17, written consent from both parents is needed, and parents must come to the office in person. Nobody under 16 can apply in Morgan County or anywhere in Illinois. You need a valid government-issued photo ID. A driver's license, state ID card, U.S. passport, or military ID all work. On the application form, you give your full legal name, date and place of birth, Social Security number, current address, occupation, and your parents' full names including your mother's maiden name. There is no blood test. Illinois ended that rule in 1989. No residency rule applies either. Couples from Missouri, other nearby states, or overseas can get a Morgan County marriage license in Jacksonville without any issues.
If you had a prior marriage, provide the date, county, and state where it ended. A divorce that happened within the past six months requires a certified copy of the decree. Under 750 ILCS 5/212, close blood relatives cannot marry in Illinois, and first cousins can only marry if both are over 50.
Note: The Morgan County Clerk cannot issue your license if either person is still legally married to someone else.
Morgan County License Waiting Period
There is a one-day waiting period under 750 ILCS 5/207. Your Morgan County marriage license takes effect the calendar day after the clerk issues it. You cannot get married the same day you pick it up. A court can waive the wait in rare cases, but that almost never happens. Get the license at least two days before your ceremony date to be safe.
Once effective, the license is good for 60 days. Let it expire and you start from scratch. A new application, a new fee, and another trip to the clerk's office in Jacksonville. The license also only works inside Morgan County. If your venue is in Sangamon County or Macoupin County, that county's clerk issues the license you need. After the wedding, the officiant fills out the marriage certificate and returns it to the Morgan County Clerk within 10 days. This is a state deadline. A late return delays your ability to get certified copies of the marriage license. The Morgan County Clerk's office does not perform ceremonies since that rule is only for Cook County.
